      土地整理与土地资源优化配置的分析

        【摘要】改革开放以来,我国对土地资源的利用十分重视,也取得了不菲的成绩。然而当前我国土地资源情况在数量和质量上都 不容乐观,土地资源的状况直接关系到我国的经济发展、社会的稳定、粮食安全甚至国家安全。我国人多地少,与其他国家相比, 更需要珍惜土地资源。因此,当前解决土地资源匮乏问题的最有效的方法,就是对土地资源进行优化配置。现今,我国土地市场 还处于起步阶段,市场机制仍不成熟,对土地资源配置起主导作用的主要是行政和政策手段。土地整理对土地资源配置的影响是 最深刻且根本的。现行的土地整理仍然存在不足的地方,对土地资源的优化配置也会产生一些不利的影响,因此需要对现行土地 整理进行适当改进与创新。如何利用土地整理对土地资源进行优化配置,是政府十分关心也迫切需要解决的问题。

        【Abstract】 Since the reform and opening up, China has attached great importance to the utilization of land resources and made great achievements. However, at present, the situation of land resources in China is not optimistic in quantity and quality. The situation of land resources is directly related to China's economic development, social stability, food security and even national security. Compared with other countries, China has a large population and a small land area, so it is more necessary to cherish land resources. Therefore, the most effective way to solve the shortage of land resources is to optimize the allocation of land resources. At present, China's land market is still in the initial stage, and the market mechanism is still immature. The administrative and policy measures play a leading role in the allocation of land resources. The impact of land consolidation on land resource allocation is the most profound and fundamental. There are still some shortcomings in the current land consolidation, which will have some adverse effects on the optimal allocation of land resources. Therefore, it is necessary to improve and innovate the current land consolidation appropriately. How to optimize the allocation of land resources by land consolidation is a problem that the government is very concerned about and urgently needs to solve.
