央企参与保障性住房建设的依据与可持续性路径

【摘要】民生住房问题一直是人民重点关注的问题之一，尤其是在最近几年以来，受到高房价的影响，很多人民的住居问 题受到影响，甚至有的家庭为了买房、居住等问题出现经济上困难。为了能够有效改善民生住房问题，通过加强保障性住 房的开发和建设，能够从一定程度上缓解中低收入家庭住房困难、住房紧张等问题。由于保障性住房的盈利空间小，资本 参与的积极性不到，导致保障性住房在建设和开发过程中存在一定困难，为了能够有效提高保障性住房的开发和见识，央 企从民生所需、国情和任务所需以及社会责任担当等方面出发积极参与到保障性住房建设中，有效确保保障性住房能够得 到有效开发。但是在建设过程中受到制度、地方政府支持力不足以及体资质不明确等因素影响，导致央企参与保障性住房 建设面临很多困境。因此，为解决央企参与保障性住房建设面临的困境，本文从央企参与保障性住房建设依据出发，就央 企参与保障性住房建设面临的困境提出相关的解决路径，实现可持续发展，以期为相关工程和制度提供参考。

【Abstract】People's livelihood housing has always been one of the key concerns of the people, especially in recent years, affected by high house prices, many people's housing problems have been affected, and even some families have financial difficulties in order to buy a house, live and other problems. In order to effectively improve people's livelihood and housing problems, by strengthening the development and construction of affordable housing, we can alleviate the housing difficulties and housing tension of low-income families to a certain extent. Due to the small profit space of indemnificatory housing and the lack of enthusiasm of capital participation, there are some difficulties in the construction and development of indemnificatory housing. In order to effectively improve the development and knowledge of indemnificatory housing, central enterprises actively participate in the construction of indemnificatory housing from the needs of people's livelihood, national conditions, tasks and social responsibility, so as to effectively ensure the effective development of indemnificatory housing. However, in the process of construction, affected by factors such as insufficient system, insufficient support of local government and unclear physical qualification, central enterprises are facing many difficulties in participating in affordable housing construction. Therefore, in order to solve the difficulties faced by central enterprises participating in affordable housing construction, starting from the basis of central enterprises participating in affordable housing construction, this paper puts forward relevant solutions to the difficulties faced by central enterprises participating in affordable housing construction, so as to achieve sustainable development, in order to provide reference for relevant projects and systems.
