城乡建设用地增减挂钩工作中存在的问题及建议

【摘要】开展城乡建设用地增减挂钩工作，在平衡土地利用、加强耕地保护、推动城乡发展以及拉动经济增长等方面均发 挥了重要作用，本文根据城乡建设用地增减挂钩工作过程中的实际情况，综合分析增减挂钩特点，对增减挂钩政策在实践 中存在的问题制定对策，对实施好增减挂钩服务美丽宜居乡村建设提出建议，为土地使用制度改革提供参考。

【Abstract】The work of linking the increase and decrease of urban and rural construction land has played an important role in balancing land use, strengthening cultivated land protection, promoting urban and rural development and stimulating economic growth. According to the actual situation in the process of linking the increase and decrease of urban and rural construction land, this paper comprehensively analyzes the characteristics of linking the increase and decrease, and formulates countermeasures for the problems existing in the practice of the policy, it also puts forward suggestions on the implementation of the linkage between increase and decrease, serving the construction of beautiful and livable villages, and provides reference for the reform of land use system.
