对乡村振兴背景下全域土地综合整治项目实施措施的思考

【摘要】乡村振兴背景下，全域土地综合整治起到重要的作用。有效整治在促进耕地保护、提高用地节约水平、统筹城乡 发展与生态文明建设等方面，起到积极的作用，可助力三农问题的解决。新形势背景下需要围绕“产业兴旺、生态宜居、 乡风文明、治理有效、生活富裕”的乡村振兴总要求，贯彻新理念，激发新动能，进一步凸显土地整治的平台功能和抓手 属性，有序推进土地整治工作，促进乡村振兴战略的实施。现针对全域土地综合整治项目的实施，展开具体的论述。首先， 概述了综合整治的内涵。其次，结合实例分析全域土地综合整治项目实施思路。最后，提出全域土地综合整治项目实施的 策略。

【Abstract】under the background of rural revitalization,the comprehensive land improvement in the whole region plays an important role.Effective regulation plays a positive role in promoting cultivated land protection,improving the level of land conservation, coordinating urban and rural development and ecological civilization construction,and can help solve the problems of agriculture, rural areas and farmers.Under the new situation,we need to focus on the general requirements of Rural Revitalization of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life",implement new ideas, stimulate new kinetic energy,further highlight the platform function and grasping attribute of land remediation,orderly promote land remediation and promote the implementation of Rural Revitalization Strategy.This paper discusses the implementation of the comprehensive land improvement project in the whole region.Firstly, it summarizes the connotation of comprehensive treatment.Secondly,combined with examples,this paper analyzes the implementation ideas of the comprehensive land improvement project in the whole region. Finally,it puts forward the implementation strategy of the comprehensive land improvement project in the whole region.
