土地一级开发整治项目管理工作中存在的问题及对策分析

【摘要】自改革开放以来，我国建立了土地有偿使用制度，并取得一定的成绩。自土地储备制度公布和实施后，我国的土 地资源得到更加合理的配置，土地的价值不断提升。土地储备制度中的重要内容是土地一级开发，为了确保土地一级开发 与整治工作顺利开展，就要融入项目管理，转变传统的土地一级开发运作模式，创新管理手段和管理方法，减少不必要的 风险。

【Abstract】since the reform and opening up,China has established a paid land use system and made some achievements.Since the promulgation and implementation of the land reserve system,China's land resources have been more reasonably allocated,and the value of land has been continuously improved. The important content of the land reserve system is the primary land development.In order to ensure the smooth development and renovation of the primary land development,it is necessary to integrate the project management,change the traditional primary land development operation mode,innovate the management means and methods,and reduce unnecessary risks.
