“以人为本”视角下提升城市精细化规划建设管理水平的思考和对策

【摘要】当前城市规划建设管理的主战场从“制造新空间”转向“优化旧空间”，悄然走进城市精细化规划建设管理阶段。 本文在“以人为本”的视角下对目前城市精细化规划建设管理方面存在的问题原因进行了思考，并从城市设计、城市慢行 休闲系统、旧城区更新精细化城市微改造、智慧城市建设等方面，提出了提升“以人为本”的城市精细化规划建设管理水 平的对策，并探讨了聊城市城市精细化规划建设管理方面的做法。

【Abstract】at present,the main battlefield of urban planning and construction management has changed from "creating new space" to "optimizing old space",and has quietly entered the stage of urban fine planning and construction management.From the perspective of "people-oriented",this paper ponders on the causes of the problems existing in the current urban fine planning,construction and management, and puts forward countermeasures to improve the level of "people-oriented" urban fine planning, construction and management from the aspects of urban design,urban slow travel and leisure system, old urban renewal and fine urban micro transformation,and smart city construction,And discusses the practice of Liaocheng City in urban fine planning and construction management.
