国土空间规划的规制效率及溢出效应研究分析

【摘要】本文对我国国土空间规划的管制效能和溢出效应进行了综述，并对其研究内容和发展趋势进行了梳理和归纳。研 究方法：采用文献法、归纳法。研究发现，国土空间规划是国家空间调控的基础，属于社会调控的一个重要方面。80 年 代以后，有关学者开始重视市场与政府对土地空间规划的影响，特别是在国土空间规划的规制中，政府规制的成本 - 效 率制约以及规制所带来的外溢效应。本文的研究内容包括规划管制的发展模式与演替阶段，规划管制的政策动因与理论基 础，规划管制失灵与效率之争，规划管制的经济学与外溢效应研究。研究结果：通过分析我国国土空间规划规制的效率与 外溢效应，根据规制地区的差异，选取规制的规制途径，并设计出与地区协调发展要求相适应的规制机制，以推动规划的 高效执行。

【Abstract】This paper summarizes the regulatory effectiveness and spillover effects of China's territorial spatial planning,and sorts out and summarizes its research contents and development trends.Methods of literature review and induction were used.The study found that land spatial planning is the basis of national spatial regulation and belongs to an important aspect of social regulation. After the 1980s,relevant scholars began to pay attention to the impact of the market and the government on land spatial planning,especially in the regulation of land spatial planning,the cost efficiency constraints of government regulation and the spillover effects of regulation.The research contents of this paper include the development mode and succession stage of planning regulation,the policy motivation and theoretical basis of planning regulation,the dispute between planning regulation failure and efficiency,and the research on economics and spillover effects of planning regulation.Research results:By analyzing the efficiency and spillover effect of the regulation of land space planning in China,according to the differences between the regulatory regions,the regulatory approach is selected,and a regulatory mechanism is designed to adapt to the requirements of regional coordinated development,so as to promote the efficient implementation of planning.
