设计施工总承包招标对建筑工程的影响

【摘要】对于建筑工程而言，良好的设计方案是确保工程社会价值与经济效益的重要基础，但我国当前主流模式为委托设 计机制，这种策略在实际应用环节存在诸多弊病，如建筑工程投资过大，行业内部竞争环境未能得到有序监管等，这对于 我国建筑工程产业而言极为不利。因此，全面推行设计施工总承包招标机制，是当前必须进行的改革工作之一。设计施工 总承包机制可将建筑工程项目设计与施工进行公开招标，而这种策略可有效解决传统委托设计存在的诸多不足，大幅强化 建筑工程投资监管力度，并可在工期控制与质量控制方面取得良好成效，尽可能减少业主单位在建筑工程项目推进环节面 临的风险与挑战。在本文中，笔者将会针对设计施工总承包招标对建筑工程的影响进行初步分析与探讨，希望借此可对相 关从业人员起到一定借鉴价值。

【Abstract】For the construction project,a good design scheme is an important basis to ensure the social value and economic benefits of the project.However,the current mainstream mode in China is the entrusted design mechanism.This strategy has many disadvantages in the practical application,such as excessive investment in construction projects,and the failure to orderly supervise the internal competitive environment of the industry,which is extremely unfavorable for China's construction industry.Therefore,it is one of the reform work that must be carried out at present to fully implement the design and construction general contracting bidding mechanism.The general contracting mechanism of design and construction can conduct public bidding for the design and construction of construction projects.This strategy can effectively solve many shortcomings of traditional entrusted design,greatly strengthen the supervision of construction project investment,and achieve good results in the construction period control and quality control,so as to minimize the risks and challenges faced by the owners in the promotion of construction projects. In this paper,the author will conduct a preliminary analysis and discussion on the impact of the design and construction general contracting bidding on the construction project,hoping that it can play a certain reference value for the relevant practitioners.
